• 1 lb / 450g cauliflower florets
• 2 tbsp / 30ml water
• 1/2 cup / 120g sour cream
• 2 tbsp / 28g butter, softened
• 1 cup / 113g grated cheddar cheese, divided
• 2 tbsp fresh chives, diced, divided
• ¼ tsp garlic powder
