Ingredients

• 1 lb (450g) whole white fish, with bones and head, cubed
• 1 medium carrot, peeled and cut into 1-inch pieces
• 1 small yellow onion, chopped
• 2 garlic cloves, peeled
• 1 large sprig fresh parsley
• ½ tsp dried tarragon
• ¼ tsp celery seeds
• 1 bay leaf
• ¼ tsp black peppercorns
